Descripción del trámite
La Ley 54/1997, del Sector Eléctrico, introduce mecanismos de competencia cuya aplicación exige la implantación de un sistema de medidas homogéneo y efectivo de los tránsitos de energía entre las diversas actividades eléctricas.
El sistema de medidas eléctricas constituye un elemento básico necesario para el funcionamiento de un mercado abierto y para efectuar el cierre de las energías intercambiadas entre los distintos sujetos, que posibilita su liquidación económica.
Red Eléctrica, como operador del sistema, ha desarrollado el Sistema de Información de Medidas Eléctricas (Simel) para gestionar la información de la energía intercambiada entre los puntos frontera del mercado eléctrico español de acuerdo con los requisitos establecidos. El Real Decreto 1110/2007, de 24 de agosto, aprobó el reglamento unificado de puntos de medida del sistema eléctrico y define el funcionamiento del Simel.

Digital Certificate
A digital certificate for a natural or legal person or representative that has been issued by any provider of certification services that has made the required notification to the Ministry of Energy, Tourism and Digital Agenda, pursuant to Article 30 of Law 59/2003, Law 59/2003 of 19 December on the electronic signature, and by the DNI-e, issued by the General Directorate of the Police.

Java (JRE)
Since the online transmission module has been programmed in the JAVA programming language, the client must have installed version 1.6 or higher of the JRE, with the following recommendations:
- No specific browser is required since the application is downloaded and executed by the JRE.
- At least the first time, the transmission module must be run by a user with Administrator privileges on the workstation.
- The system supports both Windows and Linux systems with Internet access. Make sure that it is possible to establish incoming and outgoing SSL connections (port 443) on the workstation that will make the transmission.

What is cl@ve?
Some procedures require you to identify yourself electronically (as you would if you carried out the procedure in person).
Cl@ve is a system managed by the Ministerio de Hacienda y Administraciones Públicas aimed at unifying and simplifying citizens' electronic access to public services.
Its main objective is to allow citizens to identify themselves to the Administration in the simplest and most convenient way possible, depending on the procedure involved. The methods available are electronic certificate/DNI-e, Cl@ve PIN, permanent Cl@ve, Cl@ve for EU citizens.
These mechanisms allow citizens to identify themselves when carrying out the procedure. To use them, some of the mechanisms require registering with Cl@ve.
